Transaction environment that can be adjusted in place, e.g. by RPC simulations that re-execute a prepared transaction with a different gas limit or access list.

Implementations update the transaction fields only: values derived when the environment was created (sender, recovered authorities, or other cached metadata) are preserved.

Sets the access list.
